Brazil: ANATEL Public Consultation 26/026 Deadline Approaching
ANATEL initiated Public Consultation 26/026 on June 18, 2026, under Process SEI No. 53500.091936/2025-23, setting forth regulatory principles and operational guidelines for mobile phone-related products. The consultation remains open through August 26, 2026, with submissions accepted electronically through the Plataforma Participa Anatel portal.
The proposal covers mobile phones, lithium batteries, and all charger types, including wired, wireless, and vehicular or car-socket chargers capable of powering mobile phones.
The consultation introduces a Hybrid Identification Model that combines a physical security element with a unique digital identifier assigned to each individual product unit, enabling unit-level traceability. The system is intended to combat counterfeiting and irregular imports by facilitating public verification and supply-chain tracking through the ANATEL database.
Upon conclusion of the consultation period, ANATEL will publish a binding Act specifying technical requirements, marking specifications, and implementation timelines.
Interested stakeholders may submit feedback directly through the Plataforma Participa Anatel portal, which requires Brazilian government authentication through Gov.br. Alternatively, foreign manufacturers may engage local Brazilian legal representatives, importers, or industry associations, such as ABINEE, to submit technical input on their behalf before the August 26, 2026 deadline.
