ISED Publishes RSS-Gen and RSS-310 Issue 6

Following the public consultation conducted in March, RSS-Gen, Issue 6 and RSS-310, Issue 6 have been issued.

Innovation, Science and Economic Development Canada (ISED) officially issued RSS-Gen, Issue 6 and RSS-310, Issue 6 on July 30, 2026, following the public consultation reported in our March 10 news update. A transitional period of one year applies, during which both Issue 5 and Issue 6 are accepted for certification purposes.

Key Changes to RSS-Gen, Issue 6

RSS-Gen, Issue 6, covering general requirements for radio apparatus, includes the following changes:

  • Added a list of abbreviations and updated definitions

  • Added clarifications related to equipment modifications

  • Relocated stand-alone receivers to RSS-310, Section 6.1

  • Streamlined labelling requirements:

    • QR code labelling is now permitted

    • Label placement in the user manual or packaging is allowed for very small devices

    • Electronic labelling requirements have been clarified

  • Added guidelines for radiated emission measurements below 30 MHz

  • Increased the frequency range for unwanted emissions measurements to 750 GHz

Key Changes to RSS-310, Issue 6

RSS-310, Issue 6, covering licence-exempt radio apparatus classified as Category II equipment, includes the following changes:

  • Removed the test report section, which is now specified in RSS-Gen

  • Simplified the labelling and user manual sections by removing duplicate requirements

  • Added requirements for stand-alone receivers

  • Added requirements for passive RFID tags

  • Replaced the full exclusion for transmitters with input power ≤ 6 nW with partial exemptions from labelling, user manual, and test report requirements only

  • Replaced the full exclusion for transmitters operating below 9 kHz with partial exemptions from labelling, user manual, and test report requirements only

Recommended Actions

Stakeholders are advised to review the updated standards during the transitional period and adjust certification dossiers accordingly.

Manufacturers should ensure that product labelling strategies accommodate the new requirements.
