Canada: ISED Opens Public Consultation on RSS-Gen Issue 6 and RSS-310 Issue 6
RSS-Gen, Issue 6 ("General Requirements for Compliance of Radio Apparatus") outlines the general requirements applicable to licensed and licence-exempt radio apparatus. RSS-310, Issue 6 ("Licence-Exempt Radio Apparatus: Category II Equipment") defines requirements for licence-exempt radio apparatus that do not require certification.
Both drafts will replace their respective Issue 5 versions and introduce several updates.
RSS-Gen, Issue 6
Clarified requirements for equipment modifications, including cases where:
internal circuitry or firmware is modified
an antenna not listed in the original certificate or user manual is connected
licence-exempt equipment is connected to an external power source
Streamlined labelling requirements, including:
QR code labelling
allowing the label to appear in the user manual or packaging
introduction of electronic labelling requirements
Scope updates:
receiver-only devices and passive RFID tags removed from the scope of RSS-Gen
these devices are moved to the scope of RSS-310
Revised testing requirements, including:
radiated emission test sites must comply with site validation requirements defined in ANSI/USEMCSC C63.25.2, ANSI/USEMCSC C63.25.1, or CISPR 16-1-4
defined maximum calibration intervals for measurement equipment
frequency range for unwanted emission measurements extended up to 750 GHz
RSS-310, Issue 6
Simplified labelling and user manual requirements, with provisions already covered in RSS-Gen removed.
Expanded scope, now including:
stand-alone receivers
passive RFID tags
Updated exemption framework:
removal of the previous exclusion from all ISED requirements for transmitters with power consumption ≤ 6 nW or operating ≤ 9 kHz
replacement with specific exemptions from labelling, user manual, and test report requirements
