ACMA Seeks Feedback on Expiring Spectrum Licences

The Australian Communications and Media Authority (ACMA) has opened a consultation to gather feedback on a proposed approach for spectrum licences set to expire between June 2028 and October 2032. These licences cover various bands, including 700 MHz, 850 MHz, 1800 MHz, 2 GHz, 2.3 GHz, 2.5 GHz, and 3.4 GHz.

The ACMA is responsible for determining whether to renew these expiring spectrum licences and establishing appropriate arrangements for the affected spectrum. This consultation also seeks input on proposed public interest criteria and approaches for assessing spectrum licence usage.

The consultation process aligns with the ACMA's Draft Five-Year Spectrum Outlook 2023-28, which outlines their plan to commence consultation on expiring spectrum licences five years ahead of the first set of affected licences' expiry date in June 2028.

This consultation marks the first time the ACMA is conducting an expiring spectrum licence process following changes to the Radiocommunications Act 1992 in 2020. These changes introduced a new approach to the renewal of expiring spectrum licences.

Interested stakeholders are encouraged to provide their views on the suggested 4-stage process for considering arrangements for expiring spectrum licences, public interest criteria, issues to be considered in the process, and approaches for assessing spectrum licence usage.

The ACMA will accept submissions until August 7, 2023. Details on submitting feedback and the ACMA's policy regarding the publication of submissions can be found on their website.
