Interested stakeholders are invited to comment on the specific operating conditions proposed for devices operating in the 865 - 868 MHz frequency band.

On August 31, 2026, Ukraine’s National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) published a draft proposal outlining generalised conditions for the use of radio equipment and emitting devices for specific radio technologies.

The draft proposal includes technical and operational requirements for equipment operating in the 865–868 MHz frequency band. Equipment must comply with an Effective Isotropic Radiated Power (EIRP) limit of 25 mW and a maximum antenna gain of 9 dBi.

A duty cycle of less than 1% is generally required. An exception may apply to devices using Listen-Before-Talk (LBT) interference mitigation in combination with spread spectrum frequency hopping modulation.

Equipment must also be designed to prevent harmful interference to radio frequency resources operating under individual frequency assignments and may not claim protection from such resources. Accordingly, operation in the 865–868 MHz band does not guarantee interference-free performance.

Manufacturers, importers, distributors, spectrum users, conformity assessment bodies, non-governmental organisations, and other interested stakeholders are invited to submit comments on the draft proposal. Feedback must be received by September 30, 2026, either by email at k.panchik@nkek.gov.ua or in writing at 3 Solom’ianska St., Kyiv, 03110, Ukraine.
