Public Consultation on the homologation rules
CONATEL is seeking public feedback on proposed updates to the Telecommunications Equipment Homologation Regulation. This initiative is part of a regulatory simplification project conducted in cooperation with the International Telecommunication Union (ITU), under Directorial Resolution No. 1651/2026.
This problem-formulation document draws from a focus group held on 28 April 2026 with industry participants, including designers and sector representatives, CONATEL's technical and management teams, and the ITU team. The consultation process has identified several structural limitations that justify comprehensive regulatory intervention:
Fragmented framework: The 2009 regulations remain structurally unchanged, with ad hoc amendments addressing specific technologies in a disjointed manner.
Lack of coherence: CONATEL recognises this fragmentation as requiring comprehensive review.
Technological evolution: Three key trends have emerged since 2009:
Roll-out of 5G and new frequency bands
Proliferation of IoT devices, wearables, and convergent equipment
International cybersecurity standards
Within the framework of the Regulatory Impact Analysis (RIA) methodology, and recognising that public consultation with the sector is an essential stage in ensuring the evidence base of the regulatory update process, CONATEL invites interested parties to submit comments, suggestions, or contributions via email to consulta_air@conatel.gov.py until 2 August 2026. This deadline may be extended by a further five (5) days as necessary.
