Circular No. 14/2026/TT-BKHCN enters into force on 25. May
On 9 April 2026, the Ministry of Science and Technology (MoST) issued Circular No. 14/2026/TT-BKHCN, replacing Circular 28/2012/TT-BKHCN, with entry into force on 25 May 2026.
Introduces a shift from group-based classification to a risk-based system with eight conformity assessment methods
Certificate validity and surveillance frequency are determined by product risk levels
Online submission and e-labeling are enabled
Existing Type Approval Certificates (TAC) and Declarations of Conformity (DoC) remain valid until their original expiration dates
MoST is drafting separate circulars to replace Circulars 30/2011/TT-BTTTT and 29/2025/TT-BKHCN
These updates will revise type approval and DoC requirements
A new risk-based product list is expected in the coming months
