MST is seeking comments on a draft Circular covering medium- and high-risk products, including radar, UWB, wireless charging, 5 GHz access, and RFID equipment.

Vietnam’s Ministry of Science and Technology (MST), through the Commission for Standards, Metrology and Quality (STAMEQ), has published a draft Circular establishing a list of products classified as medium and high risk under its regulatory oversight. The draft Circular is scheduled for adoption on June 15, 2026, and is expected to enter into force on July 1, 2026.

The draft Circular is intended to transition from a traditional Group 2 product list to a risk-based management mechanism. Product risk classification depends on the corresponding HS code, as stipulated in the Appendices of the draft Circular. The approach aims to reduce compliance burdens for low-risk products while maintaining control over items that pose safety risks.

The draft Circular covers telecommunications and wireless equipment, including vehicle radars, UWB devices, wireless charging equipment, 5 GHz wireless access equipment, RFID equipment, and other product categories.

A public consultation period is open until May 20, 2026. Comments must be submitted to the International Cooperation and TBT Department by email at tbtvn@mst.gov.vn.

The new framework is intended to replace Circular No. 29/2025/TT-BKHCN and several related decisions issued between 2022 and 2024. Under the transitional provisions, certificates issued before the effective date will remain valid until their expiry, and applications submitted before July 1, 2026, will continue to be processed under the current Circular 29.

The draft Circular supports the implementation of Law No. 78/2025/QH15 and Decree No. 37/2026/ND-CP on product and goods quality management, aiming to protect human health, safety, property, and the environment while ensuring radio frequency safety and information security.
