MIIT China launch public consultation
The Ministry of Industry and Information Technology is seeking comments on new draft regulation "Interim Provisions on the Radio Management of Automotive Radars (Draft for Solicitation of Comments)".
Main points of the draft: to reinstate type approval for radars in the range of 76-79 GHz and to stop approval of 24.25-26.65 GHz band vehicle radar equipment entirely from 1 January 2024.
Feedback can be given (in Chinese language only) until 6 MAY 2021 at the Radio Administration of the Ministry of Industry and Information Technology, with reference to “Interim Provision on Radio Management of Automotive Radars (Draft for Comment)”.

Public solicitation for comments on wireless charging.
The Chinese Ministry of Industry and Information Technology (MIIT) calls for public comments on "Interim Provisions on Radio Management of Wireless Charging (Power Transmission) Equipment (Draft for Solicitation of Comments)".
The draft concerns the following equipment types:
Mobile and portable wireless charging equipment using 100-148.5 kHz, 6765-6795 kHz, 13553-13567 kHz
Wireless charging equipment for vehicles (including motorcycles) with operating frequencies 19-21 kHz, 79-90 kHz
The consultation is open for comments till 20 March 2021.

The Chinese authorities will close from January 25th to February 8th for a few days due to the Chinese New Year holidays.
Chinese New Year is also celebrated in several Asian countries, but it is not an official holiday everywhere.
New policy for SRD devices - No. 52-2019
SRRC published a new policy for short range devices (SRD) or micro power devices No. 52, 2019 on 28.11.2019.
Besides are few clarification on use and requirements of micropower devices, most notably, the announcement states that some frequency bands are no longer available from 2020 and from 2022:
VII. From January 1, 2020, stop production or import the special equipment for wireless transmission of electronic scale, wireless data transmission equipment in 230MHz frequency band, crane in 230MHz frequency band or wireless remote control equipment for transmission machinery which does not meet the requirements of this announcement but meets the requirements of the notice on Issuing the technical requirements for micro power (short distance) radio equipment (Ministry of information No.  423). And the 410mhz band automobile alarm and other micro power equipment specified in the notice on the use frequency of wireless automobile anti-theft alarm equipment ( No. 61).
As of January 1, 2022, the production or import of civil metering instruments, analog cordless telephones and micro power equipment in 698-787mhz frequency band that do not conform to the announcement but meet the requirements of the notice on the issuance of technical requirements for micro power (short distance) radio equipment (Ministry of information No.  423).
The above micro power equipment that has been legally used in accordance with the original provisions can be used until it is scrapped.
The appended catalogue and technical requirements besides some small changes most notably does not contain the 77 GHz automotive radars anymore. According to our research and checking with the authority, the micro power device regulation 423 from 2005 has not been repealed and the regulation is still in effect. However, it is currently not clear if the new policy with the appended technical requirements replace the previous micro power device regulations and what the status of the not explicitly mentioned categories and frequency bands is.
On 12th of October 2019 the Ministry of Industry and Information Technology (MIIT) has published a new regulation No. 39
The main contents are:
1. There are 6 situations that can do SRRC update now:
The information of license holder has changed.
The information of factory has changed.
Factory's quality system has changed (e.g. production capacity, technical force, quality assurance system, production line and origin).
Changes in components.
After obtaining the certificate, the model changes before it is actually put into production and sale.
Changes in product-related information due to changes in national laws and regulations or radio management policies.
2. Before, in the regulation No. 1, 2014, it was mentioned the following: the radio transmitter module for non-independent operation can be embedded in information technology equipment and household appliances equipment, while there was no detailed product list. Now, the list has been defined, see attached.
3. The products in attached list can have a family approval, definition principle of "family" as below:
The use and function of the products are identical.
The appearance and shape of the product are approximately the same (such as color changes, small changes in product size and other appearance changes do not affect the RF performance of the product).
The embedded modules ( WLAN, including Bluetooth) and public mobile communication (including NB-IoT, eMTC)) have been SRRC certified.
4. The State Radio Administration will intensify its supervision and inspection of relevant radio transmitting equipment.
The People's Republic of China (PRC) observes its anniversary on October 1st 2019
Officially the holiday is three days but there are usually extended by bridge holidays for one week.
Chinese Authorities will be closing in CW 40, some delays can be expected in the current type approval procedures
Conformity Assessment Update
The Ministry of Industry and Information Technology of China will enforce the implementation of the conformity assessment system for restricted use of hazardous substances in electrical and electronic equipment effective as of 1st November 2019.
The assessment system ensures compliance with standards and technical specifications for the use of hazardous substances. Certification bodies must meet the requirements of the “Administrative Measures for Certification Bodies,” the GB/T 27065 “Conformity for Certification and Evaluation of Products, Processes, and Services,” and the RB/T 242 “Requirements for Green Product Certification Institutions.”
Suppliers are responsible for genuine self-declaration and related technical documents. Market surveillance departments must supervise and manage restricted use, conformity assessment activities, and results of hazardous substances found in electrical and electronic products.

MIIT implemented requirements for SRRC approvals
Started in March 2019, products which habe been type approved by SRRC (State Radio Regulatory Commission) shall follow a so-called sales reporting process.
All SRRC-approved products including SRRC-approved modules are subject to this requirement. The only exception are the short-range micro-power devices. A re-registration is not required, if they have been approved before.
Vendors (if a product has numerous resellers, each of them has to go for a separate registration), importers, local representative, manufacturers (only applicable, if they sell to their clients directly) or online sales companies are required to register within 10 working days after selling the product. A local Chinese company is required to register at the MIIT via its web portal.
Where a device has been registered at MIIT, a registration number & a QR code are issued. The registration number & QR code shall be attached at a visible location in the distribution store or on the website (in case the product is sold online). If there is no store or website, the vendor shall keep the registration number and QR code properly. The customers may scan the QR code in order to obtain information with respect to the product and its SRRC certification.
Due to Chinese New Year from 04/02/2019- 10/02/2019 the Chinese Authorities will be closing.

Public Holidays in China
After three public holidays for the Mid-Autumn Festival last weekend followed by a normal work week, the Chinese Authorities will be closing again a whole week for National Day, from 2018-10-01 on. Because of these two series of public holidays occuring close to each other, some delays can be expected in the current Type Approval procedures.
Manufacturers should keep that in mind that in China 885-889 MHz is exclusively reserved for GSM-R uplink (Railway).
New Type Approval Requirements for Mobile Devices
The Ministry of Industry and Information Technology of China (MIIT) has released two draft regulations for public comment:
Amended Measures on the Administration of Internet Information Services (IIS Measures). The draft IIS Measures were issued on 2012-06-07 with the intention to supersede the Measures dated 2000-09-25. The proposed key amendments are:
real-name registration for all internet users who publish information on the Internet
6-month record-keeping period for the information published by Internet users
12-month period for Internet content providers and access providers to store user records
content and access providers must user personal data confidential and must not alter, sell or else disclose it
Notice to improve the administration of network access for smart mobile Devices. The draft Smart Mobile Notice was issued on 2012-06-01 to protect the user private data. Manufacturers are forbidden to use methods with the intention to make end user install applications with malicious code and thus collect and/or modify the personal information from the end user without consent. Manipulating functions of mobile devices that cause unwarranted traffic or data leak are forbidden, this applies also to enterprises only selling mobile devices, of course.
The Type A electrical plug (or flat blade attachment plug) is an ungrounded plug with two flat parallel pins. Although the American and Japanese plugs appear identical, the neutral pin on the American plug is wider than the live pin, whereas on the Japanese plug both pins are the same size. As a result, Japanese plugs can be used in the US but often not the other way around. The pins on Type A and Type B plugs have a hole near the tip that fits into ‘bumps’ found on the contact wipers of some sockets, so that the pins are gripped more tightly allowing for better contact and also to prevent the plug from slipping out of the socket. Some sockets have spring-action blades that grip the sides of the pins, making the holes obsolete.
The Type C electrical plug (or Europlug) is a two-wire plug that has two round pins. It fits into any socket that accepts 4.0 – 4.8 mm round contacts on 19 mm centres. They are being replaced by E, F, J, K or N sockets which work perfectly with Type C plugs. Type C plugs are generally limited for use in appliances that require 2.5 amps or less.
The Type I plug has two flat pins in a V-shape as well as a grounding pin. A version of the plug, which only has the two flat pins, exists as well. The Australian plug also works with sockets in China. Australia’s standard plug/socket system is rated 10 amps but a plug/socket configuration rated 15 amps also exists, although the ground pin is wider. A standard 10 amp plug will fit into a 15 amp socket but not the other way around.
