SRRC published a new policy for short range devices (SRD) or micro power devices No. 52, 2019 on 28.11.2019.
Besides are few clarification on use and requirements of micropower devices, most notably, the announcement states that some frequency bands are no longer available from 2020 and from 2022:
VII. From January 1, 2020, stop production or import the special equipment for wireless transmission of electronic scale, wireless data transmission equipment in 230MHz frequency band, crane in 230MHz frequency band or wireless remote control equipment for transmission machinery which does not meet the requirements of this announcement but meets the requirements of the notice on Issuing the technical requirements for micro power (short distance) radio equipment (Ministry of information No. [2005] 423). And the 410mhz band automobile alarm and other micro power equipment specified in the notice on the use frequency of wireless automobile anti-theft alarm equipment ([2006] No. 61).
As of January 1, 2022, the production or import of civil metering instruments, analog cordless telephones and micro power equipment in 698-787mhz frequency band that do not conform to the announcement but meet the requirements of the notice on the issuance of technical requirements for micro power (short distance) radio equipment (Ministry of information No. [2005] 423).
The above micro power equipment that has been legally used in accordance with the original provisions can be used until it is scrapped.
The appended catalogue and technical requirements besides some small changes most notably does not contain the 77 GHz automotive radars anymore. According to our research and checking with the authority, the micro power device regulation 423 from 2005 has not been repealed and the regulation is still in effect. However, it is currently not clear if the new policy with the appended technical requirements replace the previous micro power device regulations and what the status of the not explicitly mentioned categories and frequency bands is.

On 12th of October 2019 the Ministry of Industry and Information Technology (MIIT) has published a new regulation No. 39
The main contents are:

Before, in the regulation No. 1, 2014, it was mentioned the following: the radio transmitter module for non-independent operation can be embedded in information technology equipment and household appliances equipment, while there was no detailed product list. Now, the list has been defined, see attached.

4. The State Radio Administration will intensify its supervision and inspection of relevant radio transmitting equipment.
The Ministry of Industry and Information Technology of China will enforce the implementation of the conformity assessment system for restricted use of hazardous substances in electrical and electronic equipment effective as of 1st November 2019.
The assessment system ensures compliance with standards and technical specifications for the use of hazardous substances. Certification bodies must meet the requirements of the “Administrative Measures for Certification Bodies,” the GB/T 27065 “Conformity for Certification and Evaluation of Products, Processes, and Services,” and the RB/T 242 “Requirements for Green Product Certification Institutions.”
Suppliers are responsible for genuine self-declaration and related technical documents. Market surveillance departments must supervise and manage restricted use, conformity assessment activities, and results of hazardous substances found in electrical and electronic products.

Started in March 2019, products which habe been type approved by SRRC (State Radio Regulatory Commission) shall follow a so-called sales reporting process.
All SRRC-approved products including SRRC-approved modules are subject to this requirement. The only exception are the short-range micro-power devices. A re-registration is not required, if they have been approved before.
Vendors (if a product has numerous resellers, each of them has to go for a separate registration), importers, local representative, manufacturers (only applicable, if they sell to their clients directly) or online sales companies are required to register within 10 working days after selling the product. A local Chinese company is required to register at the MIIT via its web portal.
Where a device has been registered at MIIT, a registration number & a QR code are issued. The registration number & QR code shall be attached at a visible location in the distribution store or on the website (in case the product is sold online). If there is no store or website, the vendor shall keep the registration number and QR code properly. The customers may scan the QR code in order to obtain information with respect to the product and its SRRC certification.

After three public holidays for the Mid-Autumn Festival last weekend followed by a normal work week, the Chinese Authorities will be closing again a whole week for National Day, from 2018-10-01 on. Because of these two series of public holidays occuring close to each other, some delays can be expected in the current Type Approval procedures.
