ANATEL Labeling Requirements
TL;DR – Quick Summary
Certified devices must include ANATEL ID—physically, digitally, or in documentation, as approved during certification.
Label placement must be permanent and legible, with exceptions for small or embedded devices.
E-labeling is permitted for devices with displays, subject to OCD approval and usability rules.
Label format and position must be pre-approved and reviewed if changed post-certification.
EAN codes issued by GS1 Brasil are required for product registration and market traceability.
Labeling Obligation
Once ANATEL approval is granted, certified products receive a unique homologation number (e.g., 12345-24-9876). This number must be permanently affixed to the device and corresponds to the official record in ANATEL’s certification database.
The label typically includes:
The ANATEL logo
The homologation ID number
A barcode (when applicable)

Placement Requirements
The label must be:
Clearly visible and legible
Permanently attached (e.g., printed, engraved, or adhesive)
Applied directly to the product housing
Typical placement options include:
Rear panel or underside of the device
Battery compartment (if accessible to the user)
Device nameplate or enclosure
Typical Labeling Mistakes to Avoid
Common labeling mistakes include:
Incorrect placement: Label placed in a location that is not permanent or clearly visible.
Incomplete label: Missing mandatory ANATEL homologation number or incorrectly formatted number.
Non-durable labeling: Labels that easily peel off or fade due to unsuitable materials or methods.
Unauthorized e-label: Digital labels used without explicit OCD approval or not meeting usability guidelines.
Ensure labels are checked carefully during product documentation review and always confirm compliance with your OCD before final production and import.
Exceptions and Manual Labeling
If the product is too small or technically unsuitable for full labeling:
The complete label may be included in the user manual
The product must still bear the homologation number if technically feasible
Example:
Miniature wireless modules or compact consumer devices may display only the ID (e.g., ANATEL: 12345-24-9876), while the full label is printed in the documentation.
For automotive modules not directly accessible, the number may be listed in the vehicle’s owner manual.
Digital Labeling (E-Label)
Electronic labeling is permitted for devices with a suitable user interface, such as displays or configuration screens. To be accepted:
E-label access must be intuitive and require no special tools
The OCD (Designated Certification Body) must approve the labeling method during certification
Technical Conditions for E-Label Access
To comply with ANATEL rules, the E-label must:
Be accessible within three steps from the main menu
Require no password, plugin, or special accessory
Be implemented at the factory and not modifiable post-market
Remain stored after factory reset
Be referenced in the user manual and at the time of purchase
Be supplemented by a physical reference (manual or packaging)
For bulk imports: temporary adhesive or transport packaging is acceptable if durable
Label Approval During Certification
The position and layout of the label must be confirmed during the certification process:
Product photos must show the intended label location
Label design must be submitted to the OCD
Any post-approval changes to label format or placement require OCD review
If labeling is changed after certification (e.g., updated layout or relocation), OCD review and amendment of the certificate are mandatory.
EAN Codes and Product Database
Each certified model must be assigned a unique EAN (European Article Number) code via GS1 Brasil, the national organization responsible for barcode allocation and product identification. These codes are:
Linked to the homologation number
Registered in ANATEL’s SGCH (Certification and Homologation Management System)
Required for customs clearance and market traceability
Labeling Responsibility
Depending on the product’s origin and use case, labeling may be applied by:
The manufacturer for domestic production in Brazil
The legal representative or importer for foreign products
The end user, in exceptional non-commercial or personal-use scenarios
In non-commercial or personal-use scenarios, ANATEL labeling requirements may be waived or adapted.
However, in all other cases, labeling must be applied by the responsible manufacturer, legal representative, or importer before market entry.
All parties must ensure compliance before the product is placed on the Brazilian market or put into use.
In addition to the responsible party, the labeling method also depends on the product’s physical characteristics and its integration scenario.
Practical Examples
Label placement requirements vary by product type:
Product Type | Details |
---|---|
Smart speaker |
Label Placement: Bottom panel Notes: Full label including ANATEL ID and barcode |
Embedded module |
Label Placement: Label on housing or ID only Notes: Full label in manual if space is limited |
Automotive module |
Label Placement: Owner's manual Notes: Module not accessible to end user |
Smartwatch (e-label) |
Label Placement: Display menu Notes: E-label with OCD approval |
Product Type | Label Placement | Notes |
---|---|---|
Smart speaker | Bottom panel | Full label including ANATEL ID and barcode |
Embedded module | Label on housing or ID only | Full label in manual if space is limited |
Automotive module | Owner's manual | Module not accessible to end user |
Smartwatch (e-label) | Display menu | E-label with OCD approval |
