Exceptions and Manual Labeling

If the product is too small or technically unsuitable for full labeling:

  • The complete label may be included in the user manual

  • The product must still bear the homologation number if technically feasible

Digital Labeling (E-Label)

Technical Conditions for E-Label Access

If labeling is changed after certification (e.g., updated layout or relocation), OCD review and amendment of the certificate are mandatory.

EAN Codes and Product Database

Each certified model must be assigned a unique EAN (European Article Number) code via GS1 Brasil, the national organization responsible for barcode allocation and product identification. These codes are:

  • Linked to the homologation number

  • Registered in ANATEL’s SGCH (Certification and Homologation Management System)

  • Required for customs clearance and market traceability

Labeling Responsibility

Depending on the product’s origin and use case, labeling may be applied by:

  • The manufacturer for domestic production in Brazil

  • The legal representative or importer for foreign products

  • The end user, in exceptional non-commercial or personal-use scenarios

In non-commercial or personal-use scenarios, ANATEL labeling requirements may be waived or adapted.
However, in all other cases, labeling must be applied by the responsible manufacturer, legal representative, or importer before market entry.

All parties must ensure compliance before the product is placed on the Brazilian market or put into use.

In addition to the responsible party, the labeling method also depends on the product’s physical characteristics and its integration scenario.
