ETSI EN 300 328

ETSI EN 300 328 is a harmonized European standard developed by ETSI. It specifies the technical requirements for wideband data transmission equipment operating in the 2.4 GHz ISM band (2400–2483.5 MHz) using modulation techniques such as Wi-Fi, Bluetooth, Zigbee, and other short-range radio systems.

Scope and Application

The standard applies to a broad range of wireless technologies, including:

  • Wi-Fi access points and routers

  • Bluetooth audio and wearable devices

  • Zigbee and industrial IoT equipment

  • Smart home and automation systems

  • Automotive and medical applications operating in the 2.4 GHz band

Devices tested according to EN 300 328 are presumed to comply with Article 3.2 of the Radio Equipment Directive (RED) 2014/53/EU, which requires the efficient use of the radio spectrum.

Key Technical Requirements

The standard defines requirements for:

  • Transmit power: maximum 20 dBm EIRP

  • Power spectral density: band-specific limits

  • Dwell time and duty cycle: usage restrictions for channel access

  • Adaptivity mechanisms: such as Listen Before Talk (LBT)

  • Receiver blocking and spurious emissions limits

  • Coexistence performance in shared spectrum environments

These parameters ensure fair and interference-resistant use of the ISM band.

Certification and Compliance

Compliance with EN 300 328 enables:

As of April 2025, the applicable version is EN 300 328 V2.2.2, published in July 2019 and cited in the OJEU since August 6, 2021.

Lifecycle Relevance

Manufacturers must ensure ongoing conformity by:

  • Monitoring changes to harmonized standards or legal requirements

  • Updating documentation if product changes affect RF behavior

  • Reassessing compliance when firmware, software, or design is modified

EN 300 328 compliance must be maintained across the full product lifecycle, not just at initial market placement.
