ISED RSS-247

ISED RSS-247 is a Radio Standard Specification issued by Innovation, Science and Economic Development Canada (ISED). It defines the certification requirements for license-exempt radio devices operating in the 902–928 MHz, 2.4 GHz, and 5 GHz bands using frequency hopping, direct sequence, or digital modulation techniques.

Scope and Application

RSS-247 applies to:

  • Digital Transmission Systems (DTS)

  • Frequency Hopping Systems (FHS)

  • Licence-Exempt Local Area Networks (LE-LAN)

Applicable frequency bands:

  • 902–928 MHz

  • 2.4 GHz: 2400–2483.5 MHz

  • 5 GHz: 5150–5850 MHz (UNII-equivalent sub-bands)

Covered technologies:

  • Wi-Fi (802.11a/b/g/n/ac/ax)

  • Bluetooth Classic and BLE

  • Zigbee (2.4 GHz and sub-GHz)

  • Other ISM-band communication systems

Key Technical Requirements

902–928 MHz Band

  • Digital and frequency hopping modulation allowed

  • Subject to maximum power and hopping/channel requirements defined in RSS-247 and RSS-Gen

2.4 GHz Band (Section 5)

  • Max conducted output power: 1 W (30 dBm)

  • Bandwidth: ≥ 500 kHz for DSSS and digital modulation

  • FHSS systems: ≥ 75 channels recommended; reduced limits apply if fewer channels are used

5 GHz Band (Section 6)

Band Details
UNII-1 Frequency Range: 5150–5250 MHz
Conditions: Indoor use only
UNII-2A/C Frequency Range: 5250–5350 / 5470–5725 MHz
Conditions: DFS and TPC required
UNII-3 Frequency Range: 5725–5850 MHz
Conditions: Outdoor use allowed; higher power permitted

UNII-2A/C 5250–5350 / 5470–5725 DFS and TPC required

Emission and Bandwidth Limits

  • Occupied bandwidth must match the declared channel width

  • Detailed out-of-band and spurious emission limits are defined in RSS-Gen

Certification and Compliance

Devices subject to RSS-247 must be:

  • Certified by ISED Canada or via a recognized TCB under a Mutual Recognition Agreement (MRA)

  • Tested for output power, bandwidth, spurious emissions, and DFS behavior (if applicable)

Requirements include:

  • Test report and Technical Brief

  • Labeling and compliance with administrative rules under RSS-Gen

  • Display of the ISED Certification Number

Note: RSS-247 Issue 3 was published in August 2023. A 6-month transition period allowed applications under Issue 2 until early 2024.
As of 2025, Issue 4 is under public consultation. Issue 3 remains the valid version for certification until further notice.
