RCR STD-31 (ARIB)
RCR STD-31 (ARIB) defines the technical requirements for voice communication radio equipment used in business activities as land mobile radio stations with antenna power of up to 1 mW. The equipment falls under Specified Low Power Radio Stations per the Ordinance Regulating Radio Equipment (Articles 49-14 and 58).
Scope and Application
The standard applies to low-power business voice communication devices. Typical use cases include push-to-talk handsets and small in-plant voice systems for operational communications in factories, warehouses, and event management.
Frequency and Power
Antenna power: ≤ 1 mW (conducted at the antenna terminal; not ERP/EIRP)
Frequency range: defined within Japan’s Radio Law framework
Certification and Labeling
Devices must undergo conformity assessment by a Registered Certification Body (RCB) under Japan’s Radio Law and must display the Giteki mark with the assigned certification number.
