VCCI Mark for Japan
Definition, Scope, and Testing
The VCCI Mark (Voluntary Control Council for Interference by Information Technology Equipment) represents Japan’s voluntary electromagnetic compatibility (EMC) marking system for multimedia equipment (MME).
It is administered by the VCCI Council, an industry-led organization established in December 1985 in Japan to promote the control of electromagnetic interference (EMI) and ensure smooth coexistence of information and communication technologies.

Testing:
VCCI technical limits are aligned with CISPR 32 (adopted as VCCI-CISPR 32 in 2016). The transition from the former CISPR 22-based system was completed in March 2019, harmonizing Japan’s EMC framework with international standards.
Conducted emissions: 150 kHz – 30 MHz via 50 Ω / 50 µH LISN
Radiated emissions: 30 MHz – 6 GHz in semi-anechoic chambers (SAC) or open-area test sites (OATS) at 3 m or 10 m
Tests must be performed by VCCI-registered laboratories accredited to ISO/IEC 17025.
Compliance, Labeling, and Surveillance
Prerequisites
Manufacturers must be registered members of the VCCI Council to use the mark.
After successful testing and registration, equipment must be labeled according to its classification.
Class A Equipment
Intended for industrial or commercial environments
Must bear a warning statement and/or the VCCI A Mark
Example (English version):
"This is a Class A product based on the standard of the VCCI. If this product is used near a radio or television receiver in a domestic environment, it may cause radio interference. In such a case, please install and use the equipment according to the instruction manual."
Class B Equipment
Intended for residential use and subject to stricter limits
Must bear the VCCI B Mark (the warning statement is optional)
Documentation Requirements
A compliance statement in Japanese is mandatory in the user manual; English or other translations are optional.
All test reports, registration records, and labeling documentation must be retained for at least 10 years after registration.
Any product modification that may affect emission performance requires re-evaluation or re-registration.
Market Surveillance
The VCCI Council conducts annual post-market sampling (approximately 100 products per year) from retail channels to verify ongoing compliance.
Non-compliant products may be publicly disclosed and subject to shipment restrictions.
